Can a wife refuse intimacy if she is simply not in mood?

Many claim that the hadith of angle cursing wife is only applicable if she is weaponizing intimacy and she can deny it if she doesn't want to do.
Is the claim correct? Does angle curse her if she denys simply because she does not want to or is applicable then also?
