Inheritance law , can a bequest be made to relatives

ran into this post that says no bequest can be made to relatives , just wanted to know if this is purely derived from hadith , it felt like the abu dawood one goes against quran 2:180 which says u can bequest to your parents or relatives .

are there any other opinions of scholars on this? Does the quran explicitly mention that every legal heir MUST recieve something.
