How are people with intellectual disabilities seen in islam? Is there a difference between such people with Muslim or non-Muslim parents?

I work with children with severe intellectual disabilities, amd was told by a Muslim coworker, that those disabled children who were born to Muslim parents will automatically enter Jannah after death, while those children who were born to non-Muslim parents will be tested on Yaum al Qiyama instead and that is why they should be encouraged to say the shahada so that they can go to Jannah. Is this true? Some of the children are not able to speak either.
