Is it always obligatory to accept the Jizyah from disbelievers (when they are not captured)?

My question is fairly simple.. I’m aware this isn’t a site for apologetics. But for example after the Romans had been called to pay the Jizyah once, I’m aware asking to pay the Jizyah again before each attack on them would not be obligatory. But is it obligatory to accept it from them whenever they accept, even after the Romans have been attacked by the Muslims before? Like one Roman city was attacked, is it obligatory to accept the Jizyah from other Roman cities if they accept? Sorry if it’s a bit of a weird question.
