Is making a ToS-violating scraper for public data haram and a continuous sin?

I am a developer. A client asked me to set up a system that collects public real estate data from a site like ImmoScout. The data is public (property details, no copyrighted material like images or descriptions), but the site’s Terms of Service forbid scraping.
In some projects, I personally code the scraper. In other projects, I don’t code the main scraper — I just build the infrastructure around it, using a third-party API like Apify that does the scraping.
1. In both cases (building the scraper myself or using a third-party scraper), is it haram if it violates the site’s ToS?
2. if the client keap using the tool, would that be considered continuously participating in sin (siyyi’ah jariyah)?
