Was it on the basis of the devastation of the flood that man was allowed animal flesh?

Genesis 9:3 NASB >***3 Every moving thing that is alive shall be food for you; I have given everything to you, as I gave the green plant***. In the narrative in Genesis 9 after the flood man is allowed to eat animal flesh. Some (SDA) have claimed that the giving of the flesh was due to the devastation of the flood which had destroyed all green herbs (MH:311). But just before Noah had disembarked from the ark he had let out a dove which had brought a green olive leaf. Genesis 9:11 NASB: >***11 And the dove came to him in [g]the evening, and behold, in its [h]beak was a fresh olive leaf***. The olive leaf was proof enough that green herbs were already growing out there which would have provided food for Noah and his family. Was it on the basis of the flood that man was allowed to eat animal flesh?
