Is this Statement really from Ibn Qayim rahimahullah

In Bada’i Al Fuwa’id (4/97) there is mention from Ibn Quayim rahimahullah that you can masturbate with your pre pubescent slave girls hand. Can someone verify whether this is true and explain this to me?
