Is it a sin to advise others to sin?

I had a dispute with a friend. For example, if a person tells another that there is nothing wrong if, take drugs, or cheat on his wife, or break an oath. Does he bear a sin for these words? My friend claims that if a person did not listen to the adviser, did not take drugs, did not cheat on his wife, did not break an oath. Then the person who advised this does not bear a sin. A sin will only occur if the person does something bad. And if this remains a conversation, then it is not a sin for the one who advised.
