If you say Bismillah before killing an innocent person does it make it more haram or does it make its less haram?

I wanted to know about the question that I have mentioned above since me and my friend had a debate about it, I personally think that it makes it more haram as your killing an innocent person with no reason in the name of Allah (SWT). What is your opinion on this matter?
