Can a person with a stable job but high wedding expenses receive Zakat?

I have a family member whose daughter’s wedding is coming up, and the cost is around 1-2 million. He works as a three-wheel driver for hire, and his son is a salesman in a shop. They live in their own house, but it is not well furnished. Since wedding expenses can be overwhelming, I am wondering if he qualifies for Zakat under the category of Al-Gharimin (those in debt).
Would he be eligible for Zakat if he struggles to cover the wedding expenses? Or does having a stable income and a house disqualify him? I would appreciate insights based on Islamic teachings.
