Is It Haram to develop a project that can be used for dating

I am a programmer and I have had an offer to develop a project which can be used for dating (it is not a dating app but people can use it for that purpose just like any other social media). I can't really decide if that is haram or not considering the fact that the base of the project is not something that is not permissable but I am sure some people will use it for that reason
