What does this part of Quran 24:43 mean?

When in Quran 24:43 it says >“And he sends down from the sky, mountains [of clouds] within which is hail, and He strikes with it whom He wills and averts it from whom He wills.” What does it mean “and he sends down from the sky” since these clouds are in the sky and not sent down? Could it mean that he doesn’t literally send it down from the sky but rather brings it closer to us as rain clouds are brought closer to us when it rains. But don’t these mountains of clouds have to already exist to be sent down to us? Someone please clear this up, Jazakallah Khair.
