Punishment for torturing

I'm having a hard time tracking down information about how to classify torturing someone (beating, sterile needles under fingernails, waterboarding, starvation, sensory overload, sleep deprivation, that kind of physical torture) in terms of criminal law. I could see it as being a simple matter of qisas, but I'm not sure whether that's the case and how qisas is applied in matter where there is no permanent damage. **Question:** What crime is torture classed as, and what is the punishment for it?
