Has the Catholic Church thought of setting up of a corpus to fund the safe commuting of parish priests within the territory of their service?

Every now and then, one comes across the sad news of the death of a young priest in road accident. Strangely, most of those accidents involve the two-wheeler motor vehicle the priest was riding on. One wonders why the Catholic Church, which spends precious resources in training a young man towards priesthood, cannot afford to provide to the parish priests, a four-wheeler, say car, which is less prone to accidents, in comparison to a two-wheeler. True, some parishes, especially those in developing countries, are poor and lack in infrastructure like well-laid roads. But in today's world of wider communication and crowd-funding, there are good prospects of setting up a corpus from which parish priests serving in areas where public transport is not easily available, can be provided with funds to purchase and operate a safe means of short-distance travel. My question therefore is: **Has the Catholic Church ever thought of setting up of a corpus to fund the safe travel of parish priests within the territory of their service?**
