Why is the Notre Dame Cathedral not a Major Basilica?

                          The April, 2019 fire brought the Notre Dame Cathedral of Paris into limelight all across the world. It is said to be home to many important relics including the Crown of Thorn traditionally believed to have been worn by the Lord on the cross. My question is: Why has the Catholic Church not extended the status of a Major Basilica to Notre Dame Cathedral ?
