What is the biblical basis for libertarian free will (no predestination)?

I have seen several responses to theodicy questions revolving around the concept of "free will." I am not familiar with any self-contained biblical basis for this belief (that is, no extra-biblical support is required to defend the position). I am aware that there are several variations of the doctrine of "free will," so I would like to limit answers to "free will" defined as: - the ability of people to make their own choices (no predestination) - applicable to everyone (not limited to groups such as the redeemed) - applicable throughout time (not just before the fall; still applicable today)
