Orthodox Islamic scholars are in agreement that Jihad can be initiated even if we are not attacked first. For example: > يجب علينا أن نبدأهم بالقتال وإن لم يقاتلونا ... وعليه إجماع الأمة > > It is obligatory on us to initiate fighting them even if they do not fight us ... and on this the Ummah has a consensus > > — [Tabyeen al-Haqaa’iq](https://shamela.ws/book/23023/867#p1) - Fakhr al-Din al-Zayla'i However the Quran says: >لا ينهاكم الله عن الذين لم يقاتلوكم في الدين ولم يخرجوكم من دياركم أن تبروهم وتقسطوا إليهم إن الله يحب المقسطين > > Allah forbids you not, with regard to those who fight you not for (your) Faith nor drive you out of your homes, from dealing kindly and justly with them: for Allah loveth those who are just. > > — [Quran 60:8](https://quran.com/60/8?translations=20) Some people think that this verse negates Jihad except in self defense or against those who do not begin the war with us first. How is this verse reconciled with offensive Jihad?
