Is there any equivalent of a national constitution that limits what laws the Roman Catholic Church can enact?

That is, is there any law that the Church is *not* allowed to make. Many countries have constitutions based strictly on what the government is *not* allowed to do; the American Constitution perhaps being the best example. But is there anything limiting what laws the Roman Church can enact for its members?
